 Internet Acceptable Use Agreement

Time Limits

Internet computers are available on a first-come, first-served basis. Computer use is limited to thirty (30) minutes per session unless no one is waiting.


Printing

There is a 15 cents per page charge for black/white printing and a 25 cents per page charge for color printing. Please use the Print Preview feature to make sure your print job is correct. You must pay for ALL copies, so be careful. All public computers default to the black/white printer. To choose the color printer, you must change the printer selection by using the PRINT command located under the FILE tab. Staff is willing to help if you have questions. All print jobs are sent to a Print Manager that controls the laser printers located behind the circulation desk. Your print job will remain in a queue until you contact a staff member and tell him/her your Public Internet Number located above the computer screen.


Saving Files

If you wish to save your work, you must save it to the floppy disk drive or the zip disk drive. All disks must be scanned at the circulation desk before use. Disks may be purchased at the circulation desk. Floppy disks are $1.00 each and 100mb zip disks are $6.00 each.


Computer Use

Please do not use any software programs other than those, which the library has installed. A maximum of two people may use the same computer. Both users must sign the Internet Acceptable Use Agreement.


Filtering

Library responsibilities:
  1. For patrons age 18 or older, the Library provides an administrative process by which users may request that specific sites be unblocked.
  2. The TPM that blocks or filters Internet access may be disabled by a staff member for bona fide research purposes by an adult.
  3. A staff member may override the TPM that filters Internet access for a minor to access a site with legitimate educational value that is wrongly blocked by the TPM.
  4. Unblocking of sites or disabling of the TPM is solely the responsibility of the library staff and will be judged on compliance with CCLS policies.
User's responsibilities:
  1. Individual users are responsible for determining the suitability of Internet content for their purposes. CCLS cannot control online content or protect patrons from online content they may find to be inaccurate, offensive or illegal.
  2. Users need to be aware that the Internet is not a secure medium and that third parties may be able to obtain information regarding user’s activities.
  3. CIPA requires that everyone under age 18 use computers equipped with a Technology Protection Measure. Parents may not authorize that the TPM be disabled for their children.
  4. A site blocked by the Technology Protection Measure will not be disabled for users under age18, except if the Library administration determines a site was over blocked or mistakenly blocked by the TPM.
  5. All patrons are requested to exercise appropriate discretion in viewing materials. The Library will not guarantee privacy for individuals using library public access computers to search the Internet, as computer screens may be visible to people of all ages, backgrounds, and sensibilities.
  6. Caution: Users must be careful not to expose themselves to dangerous situations when using email and all other forms of electronic communication.

Rules/Restrictions

Internet use will be managed in a manner consistent with the Library's Rules of Conduct/Disruptive Behavior Policy.


The following actions will not be allowed:

  • Using or displaying obscene or disruptive messages, files or images as defined in the North Carolina General Statutes.
  • Changing or adding files to the network, changing any settings on the workstation, or adding any programs such as Yahoo Messenger.
  • Harassing, insulting, or attacking others.
  • Unauthorized access including "hacking", "cracking", and other unlawful activities.
  • Violating copyright or software license restrictions.
  • Using chat rooms, instant messaging, discussions groups, newsgroups and game rooms are prohibited. (Exceptions may be made for educational situations, such as chatting for distance learning courses.)
  • Unauthorized disclosure of, use of, or dissemination of a minor's personal information by means of the Internet, email or any other electronic technology. A minor must have the authorization of their parent or guardian to disclose their own personal information.

Violations of these rules may result in a loss of access as well as appropriate legal action. You will receive 1 warning. A second infraction will result in a one month of suspension from the Internet computers. Repeat offenders will have their Internet privileges (at the library) revoked.
